The above information provided by Shipmate Fred Carlson along with this personal remembrance:

"Then an RMC, he was assistant OINC when I was at Farfan 61-63.

A great leader and true gentleman. I visited him and his wife Eleanor in the spring of 2011 at his Milton, Florida home. He was still very active in communications as Amateur Radio N4TZ and Net Control for the West Coast. He worked 'all county's net' that met a few times each week on the 40 meter ham band. His Naval career led him to CWO3 - A real accomplishment.

We're so sorry to see our Shipmate Hugh leave us."
